Many 1099-R's do not have any State or Local Tax withheld.
Depending on your State, this income may or may not be taxable. Your State Interview may ask questions to determine what type of income you have.
If it is considered taxable income in your state, the State Taxable Amount is normally the Taxable Amount in Box 2a or the Distribution Amount in Box 1.
