My 1099-R box 16 is blank. The TurboTax review says Box 16a state distribution amount should not be less than th state tax withheld. What do I do?

If box 14 has an amount and box 16 is blank put in the amount from box 2a in box 16.  If 2a is blank then put in the amount from box 1.

To resolve this issue enter the amount from box 1 into box 16.  Since this would be a state distribution it is not a problem with the IRS.  Nor is the amount from box 16 flowing to any state tax return.  Only the state taxes withheld in box 14 flow to the state tax return.
