My 1099-R, box 13 has state ID as all numbers: 092. Turbo Tax says it must be all letters.

Box 13 is two parts - the state abbreviation (CA, IL, NY, etc) and the payers state ID number.

Only if state tax is withheld in box 12 is it necessary. If nothing in box 12, leave all boxes 12-14 blank - not zero.
