My 1099 form says that it will be sent to the IRS and I don't need to include it with my taxes. Does that mean that I do not need to fill out that portion on turbotax?

You still need to enter it, just not mail the IRS a paper copy of it.

No.   You must report it on your tax return.   The issuer sends a copy to the IRS and what you report on your tax rerun must match or you will get a notice or bill from the IRS for failing to report it.
