Must you file an IRA withdrawal as taxable income if no tax owing results?

Usual non-filer due to VA and SS disability income.  IRA withdrawal is not enough to produce taxable income.  Must this person file at all?

Keep in mind that some of the SSDI might now be taxable.

You might want to file to get back any withholding taken out.

Filing required is based on your actual total income.
