MIL, age 93, owes no fed taxes, no refund due. No recent taxes filed. Income: Social Security, small pension, small investment. Do we still need to file the tax return?

If her gross income is less than $13,600 excluding Social Security, then it is not necessary for her to file a return. You should still keep a yearly tax record of 1099s or other tax forms received.
