I receive a monthly pension from the UK for a company i worked for while living in the UK. It is not a US company. I receive the funds in POUNDS and I convert it to Dollars. In 2018 you can no longer use line 28 for other income on the 1040 form because they took it away, If I try to create a 1099r it asks all the questions as if it were a US based pension, such as non qualified plan etc. If I try to put the income at the bottom in the Misc income section, it puts it on the 1040 form as if it were W2 income which is wrong. How can I get this income in? Is the only way by doing the 1099R and answering the questions as if it were a US based?

Line 21 (not 28) of form 1040 is still available for "Other income". It's just now on Schedule 1.
But entering the pension income, at the 1099-R screen is the beat way to do it. That puts in on line 4 of form 1040.
