On my 1099-R, box 12 states "EXEMPT". Turbo Tax won't allow me to enter EXEMPT.

Leave Box 12 of the 1099-R "blank"; if you are EXEMPT from state withholding for this 1099-R distribution, Box 12 doesn't apply.
