What does "covered by social security" mean, regarding deductibility of Medicare part a premiums?

It means your premiums are listed on the form 1099-SSA because they are taken from your SS check. If that information is listed on your form 1099-SSA, Turbo Tax will automatically carry the amount to the Schedule A, medical expenses section.

Otherwise, you can sign up for voluntary Medicare premiums; the premiums that you paid in 2016 are qualified medical expenses and you can enter them using steps below:     

  1. Federal Taxes
  2. Deductions and Credits
  3. Scroll down to Medical, select Medical Expenses, enter the total amount for all medical insurance premiums that you paid
