If you received a Form 1099-R for a distribution from your retirement account (yes, 403b is a retirement account), you need to enter the Code in Box 7 of the form in TurboTax.
Here's How to Enter 1099-R.
Type '1099-r' in the Search area, then click on 'Jump to 1099-r' to get back to this section, where you EDIT your previous entry to add this info.
... but a 403(b) is not an IRA. If TurboTax is saying anything that suggests that this is an IRA distribution, it implies that you have mistakenly marked the IRA/SEP/SIMPLE box on TurboTax's 1099-R form when that box was not marked on the form provided by the payer. (Also be aware that if TurboTax asks about an RMD, that doesn't mean that TurboTax is asking anything about an IRA. 403(b) accounts can have RMDs too.)
