It is December 29th, 2019. Do I still have time to do a ROTH conversion of my traditional IRA. What are the rules?

As long as your traditional IRA custodian can make the distribution from the traditional IRA by December 31, you still have time to do a Roth conversion that would be reportable on your 2019 tax return.  Check with your traditional IRA custodian to see if they can make the distribution by then.  That's the only requirement so that the custodian can report the distribution on a 2019 Form 1099-R.
