Is this the amount they took out of his retirement check or the amount the plan administrator contributed above what was taken out?

It is usually the amount deducted from the retiree's monthly pension benefit to pay for continued health coverage through the employer. 

This amount is a deductible medical expense, subject to limitations. See: Where do I enter my medical expenses? 

(It may also be the amount of health savings account (HSA) funding distributions)
