Withholdings from all sources are totaled and entered on the form 1040 line 17 automatically.

You should have gotten a Form 1099-R for the IRA distribution. The federal tax that was withheld should be in box 4 of the 1099-R. If state tax was withheld, that should be in box 12. When you enter the 1099-R in TurboTax you enter all the amounts from the form, box by box. TurboTax will include the tax amounts in the total tax withheld on your tax return.
