IS the #13 State ID - is that the payer's federal identification number or the Plan ID info on my 1099-R?

No. It is neither one. Box 13 is your state identification number used for state tax reporting information. The federal ID number is on the left of your 1099-R just under the Payer information box. Please view the image below for more information.
