Is railroad retirement pension annuity (RRB-1099-R) exempt from CT state tax? If so where is it deducted?

Yes, Tier 1 and Tier 2 railroad retirement benefits and supplemental annuities are not taxable in CT. If you have Railroad retirement income that is taxed on your federal tax return, when you transfer your information to your CT state return, it will automatically be subtracted. You'll see this subtraction on line 41 of your  CT-1040.
