Is it too late to contribute to an ira for 2016? Instructions say by April 18th but does that mean by end of day April 18th or end of day April 17th?

You can contribute by 4/18/17 for the contributions to be for 2016. Most banking and financial institutions close for business by 5pm, so you don't have until the end of the day.
