Is it possible to use turbotax for a deceased family member that we just received a 1099-DIV and 1099-B for?

Yes, TurboTax can be used to file a return for a deceased family member that passed away during 2017. You would just need to mark in the My Info section that the return is being prepared for someone who is deceased and their date of death. See sample screenshot below.
