IS income from 401K/TSP exempt up to a certain USD amount as I lived overseas all of 2017? if so, need to amend eFile to reflect overseas address and recompute.

Lived overseas all 2017. Used legal address in USA on return instead of physical address overseas. Want to amend as I am being told the income from TSP/401K may be exempt up to 75k.

I got married in November 2023 to my wife who lived overseas. We are filing taxes jointly for 2023 and treating her as “Nonresident Spouse Treated as a Resident". However, California is charging us a penalty for her not having insurance
