Is a cash surrender fee for an Traditional IRA annuity tax deductible?

This is a full surrender, not partial. Also, I'm over 70-1/2 years of age.

Per the IRS, cash surrender fees are generally not deductible.

However, you may be able to  deduct an IRA loss if you meet certain conditions
