Funeral expenses are not deductible on a federal tax return.

No.  Death (code 4) is used by the IRA trustee to report an inherited IRA.   You use the code that is on your 1099-R.

Sorry, funeral expenses paid are not an exception for paying the taxes on the distribution.  Funeral expenses are not deductible on a tax return.  You report the Form 1099-R as received on your tax return.
