In the past if you made a withdrawal from your IRA and you repaid that amount within 60 days, the amount of that withdrawal was nontaxable. Is this still in effect?

The 1099 reports the distribution as taxable.

Yes, but you may only do that (a rollover) one time per year.

After entering the 1099-R, you will be asked what you did with the money. Answer that you moved  it  to another plan (even though it was the same plan)
