In cases such as yours, where retirement benefits are "blended", i.e. derived from different forms of public service, it is a judgment call as to whether you can claim a benefit from the portion attributable to work as Public Safety or Law Enforcement officer.
If less than 50% of your public service was as a Public Safety or Law Enforcement officer, I'd answer "No". Anything over 50% would tip my opinion to "Yes".
