Are both you and a surviving spouse receiving a civil service annuity?
If you receive a civil service annuity both for yourself and as a surviving spouse, the combined deduction cannot exceed $16,000.

Sorry took so long to answer had to go out of town. Anyway yes the Social Security is put in correctly under each name.
How much of your Civil Service Annuity is taxable on your Federal return? Look at Line 5b on Form 1040.
If your spouse's Federal taxable annuity is 15k, for example, and their SS income is 5K, they are eligible for an exclusion of 10K in Indiana. If your Social Security exceeds 16K, though, you won't be eligible for a deduction.
