In 2016 I requested a refund of accumulated contributions of my ERS from a previous state job, the IRS taxed me 20% of the total.Do I claim this as income in 2016?

You need to report this income.

You should have gotten a form 1099-R. Please contact the ERS in your state to find out what happened to your 1099-R and ask them to send you another.

Because you have already paid tax on this income, it is important to report the tax you have paid as well as the income. It would be wise to wait until you have the 1099-R before you file your tax return because there is other important information on the form that will affect your taxes.
