Imported 1099-R looks correct but Turbo Tax doesn't recognize.

I imported all my information from my brokerage account.  The 1099-R looks correct but the state tax withheld is shown in RED as a problem.  I don't know how to correct this. 

 Error says "For electronic filing, NYS withholdings can not be greater than or equal to gross distribution or state distribution."  Box 14a is highlighted.  My 1099-R only shows Box 14 (not 14a) and the imported amount shown is correct.  IF I go through and answer the questions to verify box 14a, it doubles the amount of the withholding by showing a second duplicate 1099-R, which is redundant and not correct.

Is there an amount in box 16?  If you have withholding in box 14 then enter the same amount from box 2a into box 16. If box 2a is blank use the amount from box 1.

interesting that box 16 has been empty on past years, also, but never triggered an error.
