Married filing jointly,wife unemployed, no health ins. Husband only income is SS $19,427, and IRA dist $12K (no taxes w/h). Due to our low income,are we required to file?

If you qualify for a tax refund, you must file in order to get it. If you owe taxes or a penalty you are required to file a tax return. In your case it sounds like you may owe. I suggest you prepare your tax return to find out, then decide.
