How can I force 1099r periodic payment entries to be retained?

If you make the selection and don't come back later to edit the form again,,,,then it is retained.

If you come back later and Edit the form for any reason, then many of the defaults have to be re-set, because it is important that certain questions be asked in a specific order. (though, I agree that it seems that one could be retained)
