If you don't receive a 1040 because you are retired, how do you file even though a message comes up saying cannot file because of missing info from 1040?

Form 1040 is your actual tax return.

Did you get an SSA-1099 or 1099-R?

A Form 1040 is the form you file your tax return on-- you do not "receive" a 1040.  For 2018 and beyond, everyone is using a Form 1040 and six possible schedules that can go with it.  If you tell us --without any personal information--what kinds of income you have, we can help you with where to enter them on your Form 1040.

The only income is social security benefits. To file I'm getting a message saying I need an AGI number, plus other info I don't have. Followed all the instructions completely and all was good until it came time to file.

If your ONLY income was from Social Security you do not have to file a federal tax return.

States that tax Social Security benefits:
CO, CT, KS, MN, MO, MT, NB, NM, ND, RI, UT, VT, WV
These states offer varying degrees of income exemptions, but four mirror the federal tax schedule: MN, ND,VT, and WV
