If you currently are contributing to a 403b, can you still contribute to a individual IRA in the same year?

You can always make nondeductible contributions to a Traditional IRA, but your deductible contributions may be limited as well as any contributions to a Roth. Since you are covered by a plan at work, your income can create a limitation.
