If you contribute to a work retirement account (TSP - FED GOV) do you account for that in the tax break section or was that accounted for in the Fed W2?

The Thrift Savings Plan is funded with pre-tax dollars so it is accounted for on the W-2.

(You didn't pay tax on those contributions.)

Yes. Only enter it from gone W2 nowhere else. It was deducted pretax so you can't deduct it again.
