Solved: If there is a state in box 13 remove it. If no box 12 tax...

Its asking for am amount from my pension, state tax, line 12, but there's nothing on that line!!!!! It wont accept that. What???

If there is a state in box 13 remove it.

If no box 12 tax withheld then all boxes 12-14 should be blank.

Some payers put the state ID and their state tax id in box 13 even when there is no state tax to report. That is an error on the payers part.
