It is not clear what you are looking at.  Did you receive a SSA1099 for Social Security benefits that were paid to you in 2023?    What "refund box" are you referring to?  Where do you see it?

Are you referring to benefits repaid in box 4 of the SSA-1099 Social Security Benefit Statement?

In your example, if box 3 is $3,600 and box 4 is $3,060, you would report the $540 remaining in box 5 as your net benefits received in 2023.

The $540 would be reported as Social Security (SSA-1099) under Federal, Wages & Income and Retirement Plans and Social Security.
