If I took an IRA distribution in January 2020 and was laid off due to covid in March 2020 till now, can that distribution qualify for a qualified disaster? Under 59 1/2.

you must have been impacted in 2020.

So, you qualify.

The date of distribution doesn't matter for COVID purposes.
