If I have a 1099-R with a Box 1 - Gross distribution of $0.45 how can I enter an amount less than $1 in TurboTax?

When I enter $0.45 in Box 1, Turbo Tax highlights the box in pink and states under it "Enter gross distribution in Box 1"

You do not need to report the 1099-R with amount under $1 on your tax return.

Keep it for your records.
