If I have 2 different 401Kf from 2 different jobs but I owe to one of them, but I am leaving and taking out 1 of the 401k do I have to use it to pay back the 1st one

I borrowed from my 1st jobs 401k, I am quitting my 2nd job and have a 401k there too. If I choose to withdraw; will it be used to pay on the one I owe?

No, you are not obliged to pay back the loan from the first 401(k) with the withdrawal from the second 401(k) unless you choose to do so.
