If I got a disbursement from pension to build a house it was taxed before I received money. Is that good enough to not get taxed the extra 10%?

What are other reasons not to get taxed 10% more on pension disbursement? I got it to build my home

The only kind of plan that is exempt from the 10% early withdrawal penalty for a first time home buyer is an IRA.

If you withdrew money from a traditional pension before age 59-1/2, you will pay a 10% early withdrawal penalty.
