The IRS receives all copies of 1099 forms, so the IRS has your form.  The information you entered for your 1099-R form will be transmitted to the IRS & they in turn match to the information they have for you.

If I choose to e-file, how does my 1099R get to the IRS?

The IRS already has a copy of your 1099-R.  The tax data you entered on your federal tax return for the 1099-R is transmitted with your e-filed tax return.  There is no need to mail a paper copy of the 1099-R to the IRS.
