You wouldn't need to file form 5329 to report the absorption of the excess contribution in 2020. You only file that form if you have an excess contribution in the current year, which you don't since you took care of the excess from the year before.

If you paid the 6% penalty in 2019 and are applying the $440 as a 2020 contribution then enter it in the IRA contribution section this way.
I originally did enter it that way, but when I got to the end where TurboTax checked my return, it said I had one detail that needed to be reviewed, and that the "Excess to Credit" amount should be $0.00. That's why I posed this question.
I don't know why - when it do it that way (in the desktop version) final review passes fine.
I'm wondering if it's because I didn't report the overcontribution on my 2019 tax return in TurboTax (because I didn't catch it until after I had already filed).....I just paid the 6% penalty after I had already filed my 2019 taxes........
Is there any issue if I do not fill out those fields you mentioned in your screenshots?
