No. A rollover does not count as a contribution and does not make you eligible for the Retirement Savings Contribution credit.
There was new contributions made in 2021 to a new employer qualifying 401K so does that make you eligible for the Retirement Savings Credit if you had roll over distributions in past years?
The rollover has no bearing on your eligibility for this credit.
