I withdrew my initial contribution from my Roth IRA, but my 1099-R showed code J. There were no gains or losses. Why am I paying for it?

You need to click the Continue button on the Your 1099-R Entries page and answer the questions that follow asking about your Roth IRA contributions made before 2019.  Under Deductions & Credits you also need to enter any Roth IRA IRA contributions you made for 2019.  TurboTax will then prepare Form 8606 Part III to calculate the taxable amount of your distribution, which under these circumstances should be $0.
