I withdrew from my IRA on 01/11/2019. Was advised I could claim this on my 2018 return but I never received a 1099. Can I still include this in my 2018 return?

A withdrawal from an IRA in 2019 can only be reported on a 2019 tax return to be filed next year.  You will receive a Form 1099-R from the payer in January 2020.
