I withdrew $30,133.55 from my traditional IRA and put to money into a Roth IRA. Do I have to pay a penalty on the money put into the Roth IRA?

If this was done within the timeframe of a rollover, there will be no penalty tax associated with this withdrawal. Ideally, this was a direct rollover (sent from broker to broker) the rollover will be without the penalty tax. If the money was paid to you directly, you needed to deposit the funds in a Roth IRA by the 60th day after you made the withdrawal.
