I was 70 1/11/16 and deferred my rmd and withholdings until Jan 2017. Do I have to report this this year or in 2017?

A distribution made in 2017 is to be reported on your 2017 tax return.

If 2016 TurboTax asks if you received all of your RMD in 2016, answer Yes. TurboTax asks this question only to allow you to report a late RMD by answering No, but the RMD taken by April 1, 2017 is not late.
