After you put in this year's SSA benefits, you'll come to a screen that asks Did You Receive Any Lump-sum Payments? (below) Answer Yes, and it will take you through the interview for prior years.

You don't have to do anything after that: it's added in with this year's total income, and tax is calculated on that.
