I used to file with an agent and wasn't aware that property taxes could be reported. Is it possible to report them in a lump sum for the past approx. 30 years?

No, property can only be reported and deducted in the year thy were paid.  To claim them in a prior year, you would amend each of the prior year returns.

Generally, in order to receive a refund you must file Form 1040X within three years from the date you filed your original tax return or within two years of the date you paid the tax, whichever is later.  Refunds will not be given for amended returns of any earlier years than that   For example right now you could receive a refund for returns filed by 2/2/2015 but none earlier.
