Your investment firm classifies your distributions based on what you tell them when you make the distribution. If there's no reason why the full amount shouldn't be allocated to your state, you may want to call your investment company and check with them.

The full income is allocated to NYS on the IRA distribution line on the return but the 1099 R is not listed. The difference between the two 1099Rs is that the one that printed had state tax deducted?
