I took an IRA disb of $1250. Fed tax held 187.50, state held 125. Saying I cannot efile cause the state cannot be more than disbursement. Glitch? I cannot bypass?

Seems like a glitch, but says if I don't change it, I have to paper file. Please help?

If all of box 1 is Federally taxable, put box 1 $$ into box 16. Then it should go.
