I took a partial withdrawal from my TSP (2019) for some home repairs. 20% was withheld for fed tax. Should I send the state an estimated payment for this withdrawal?

To be safe I would send then one Estimated Tax payment at your state tax rate, which might be approx. 5%.

Make sure the payment is designated that it is for 2019 taxes.
