I took a lump sum pension payout, and fed. taxes were taken out at the time of distribution. When entered to TurboTax, fed. taxes were again taken out. Is this correct?

The taxes withheld at the time you took the payout were just like withholding on a W-2. When you entered the 1099-R in TurboTax and entered the amount of taxes withheld, you got credit for the withholding on your tax return just like you get credit for withholding on a W-2 or for estimated tax payments.

The actual taxes that must be paid on the distribution may be more or less than the withholding amount depending on how much other income you have. You may also be subject to a 10% early withdrawal penalty if you were under age 59 1/2 or did not have any reason to be excluded from the penalty.
