I submitted paperwork for a 403(b) rollover to Roth IRA this Jan. 2018. It has not been transferred yet. Do I count this rollover in 2017 or 2018 taxes?

This rollover will be a distribution from the 403(b) in 2018 and will therefore be reported and taxable on your 2018 tax return. Near the end of January 2019 you'll receive a Form 1099-R that you'll enter into 2018 TurboTax.
